Free Beds, Showers and Meals at NAIA: The OFW Lounge Rules Every Seafarer Should Know Before Flying Out
Crew flights to join ships often leave at odd hours, and many of us arrive at NAIA hours early "just in case". Instead of sitting on the floor near the gate, you may be able to wait in a free, air-conditioned lounge with food, Wi-Fi and, as of October 2026, even a bed.
But the rules have caused confusion and two viral complaints this year. This guide explains where the lounges are, what's free, who can get in, what to bring, and what to do if you are arriving with no flight, or your flight is cancelled.
Quick answer (as of Oct 2026): OWWA runs free OFW Lounges in the pre-departure areas of NAIA Terminal 1 and Terminal 3. They are open 24/7 with free food, drinks, Wi-Fi and charging points. Since 10 October 2026 there is also a new OFW Transit Lounge at T3 with beds and massage chairs (26 people, 3-hour limit).
They are for OFWs flying out, and for OFWs arriving on an international flight with a confirmed domestic connection within 24 hours. The normal stay is 6 hours per visit. OWWA's own lounge registration form lists "Sea-based" as a category, but the exact papers a seafarer must show aren't spelled out anywhere. Confirm with the OWWA desk and carry your OEC/OFW Pass, passport, seaman's book and boarding pass.
Key terms, explained simply
OWWA (Overseas Workers Welfare Administration). The government agency for OFW welfare. It runs the lounges day to day and pays for the food.
NNIC (New NAIA Infra Corp.). The private company that has operated NAIA since 14 September 2024. It built the T3 lounge, partnered on the new Transit Lounge, and pays rent and electricity.
Pre-departure area. The airside part of the terminal, after check-in and, depending on the terminal, after immigration and security.
OEC / OFW Pass. Your Overseas Employment Certificate, which is now inside the OFW Pass in the eGovPH app. It proves you are an OFW leaving for work.
Arrival Assistance Desk. OWWA's help desk in the arrival area, after Customs, at NAIA T1 and T3, for OFWs who have just landed and need help.

About the food: Rappler reported light snacks such as congee, bread and nuts at all times, and more filling food like pancit, siomai and siopao at mealtimes. OWWA spends more than ₱10 million a month on food for the T1 and T3 lounges.
How busy it gets: the T3 lounge served 371,254 OFWs from January to July 2026, and T1 served 108,487 in the same period. OWWA says 4,000 to 6,000 OFWs fly out of NAIA every day, against 356 seats in total.
Other OFW lounges: Mactan-Cebu and Clark international airports. No OFW lounge is reported at NAIA Terminal 2.
Who can get in
OWWA's official rules (as of Oct 2026):
- Departing OFWs flying out for overseas work.
- Arriving OFWs who landed on an international flight and have a confirmed domestic connecting flight within 24 hours of their actual arrival time.
The 24-hour and 6-hour rules (OWWA, 9 Aug 2026):
- The 24 hours is only for eligibility. It's counted from when your international flight actually landed. It does not mean you can stay 24 hours.
- The 6 hours is the maximum stay per visit.
- Extensions may be given, if seats are free, for medical needs, senior citizens, persons with disabilities and similar verified cases.
- Example: you land at 8 am and your flight to Cebu is at 6 pm. You qualify, but you can't stay the whole 10 hours.
When it's full: a screen outside shows the seats available in real time. If the lounge is full, staff run a queue and tell you the expected wait.
Not eligible: arriving OFWs without a domestic flight, such as those going home by bus or ferry. Use the Arrival Assistance Desk instead (see below).
Can seafarers use it? What we found
Seafarers are sea-based OFWs, and here is what we could confirm:
- OWWA's lounge registration page (lounge.owwa.gov.ph) asks you to choose "Land-based", "Sea-based" or "Dependents". That suggests seafarers are expected users.
- OWWA's own statements describe the lounge as for "OFWs" in general, and say it is free regardless of OWWA membership status (as reported by Gulf News, Aug 2026).
- No official OWWA statement lists the exact papers a seafarer should show (OEC/OFW Pass, seaman's book/SRB, SID or a crew letter). Airport guides say lounge staff usually ask for proof of OFW status (OWWA e-Card, OFW Pass or OEC), your passport, and your boarding pass or e-ticket.
Our advice: confirm with the OWWA desk at the lounge entrance, and bring all of these:
- Passport
- Boarding pass (or e-ticket if not yet checked in)
- OEC / OFW Pass on the eGovPH app (screenshot it in case the signal is weak)
- OWWA e-Card, if you have one
- Seaman's book (SRB) and SID
- Your crew letter or letter of guarantee from the agency
- For arrivals: your international boarding pass and your confirmed domestic booking
How to enter, step by step
- Check in for your flight first. At T3 the lounge is in the pre-departure area, so check in, then go to the lounge.
- Register. Scan the QR code at the entrance, or open lounge.owwa.gov.ph (T1) or lounget3.owwa.gov.ph (T3), and pick Sea-based.
- Show your documents at the desk.
- Watch the time. Leave yourself enough time for boarding and the 6-hour limit (3 hours in the Transit Lounge).
- House rules: take only the food you can finish, don't take food out, keep noise down, no smoking, vaping or alcohol. CCTV is in use.
The two viral cases this year
August 2026: turned away at T3. A returning OFW said she was refused entry at the T3 lounge. OWWA apologised publicly, Administrator Patricia Yvonne Caunan inspected the lounge in person, and on 9 Aug 2026 OWWA spelled out the 24-hour and 6-hour rules above. It also reminded staff to treat OFWs with "patience, respect and compassion".
Early October 2026: let in without a flight. An OFW arriving from Dubai, travelling on to Romblon by land and sea, posted about her lounge visit. OWWA said she was let in "as a courtesy" even though she had no domestic flight, and that it was still reviewing CCTV and staff statements.
The lesson: know the rules before you go, keep your documents ready, and if there's a problem, ask calmly for the OWWA officer on duty.
Just landed with no domestic flight? Use the Arrival Assistance Desk
If you arrive at NAIA tired, stranded or in trouble, and you are not catching a domestic flight, go to the OWWA Airport Arrival Assistance Desk in the arrival area, after Customs, at T1 and T3. Depending on your situation and eligibility, OWWA can help with:
- transport
- food
- temporary accommodation
The OWWA hotline is 1348, with a 24/7 operations centre.
Flight cancelled? Lessons from the Riyadh airport attack
On 10 October 2026, an attack on King Khalid International Airport in Riyadh shut it down. Here's what happened to Filipinos caught up in it (as of 12 Oct 2026):
- 30 Filipinos were stranded in Riyadh. Twenty were put up in DMW/OWWA-sponsored hotels. Two were seafarers in transit, housed in a hotel paid for by the airline.
- 94 OFWs on flights diverted to Jeddah got rebooking help, food, transport and shelter from the Migrant Workers Office and OWWA.
- In Manila, OWWA set aside space in the T1 and T3 OFW Lounges for OFWs whose Riyadh flights were cancelled. 37 OFWs asked for temporary accommodation or transport home.
- DMW said the government's Action Fund was topped up by ₱3 billion in June to cover help like this.
If your crew flight is cancelled or diverted:
- Call your manning agency first. They (and the ship's agent) arrange your rebooking and hotel.
- Ask the airline about a hotel and meals if the delay is long.
- At NAIA: go to the OWWA desk or the OFW Lounge and ask about temporary space.
- Abroad: contact the nearest Migrant Workers Office (MWO) or OWWA at the Philippine Embassy.
- Keep receipts for any costs and send them to your agency.
- Check flight status before going to the airport, as the Embassy advised during the Riyadh closure.
Will the lounges stay?
As of Oct 2026, OWWA had spent ₱86.19 million on the T1 and T3 lounges, as of 25 August 2026. The lounge's special line may not appear in the 2027 National Expenditure Program, but OWWA told Rappler it has enough funding to keep the lounges running, subject to the final 2027 budget.
The bottom line
The OFW Lounge is one of the few free perks you get every sign-on. Use it: eat, charge your phone and rest before a long trip to the ship. Bring your OEC/OFW Pass, passport, boarding pass and seaman's book, choose "Sea-based" when you register, and remember the 6-hour rule (3 hours in the Transit Lounge with beds). If you land with no domestic flight, go to the Arrival Assistance Desk instead.
Facts checked on 14 Oct 2026.
Not confirmed at the time of writing:
- The exact documents OWWA requires from seafarers (OEC/OFW Pass vs SRB, SID or crew letter). OWWA's form lists "Sea-based", but no published rule names the papers. Confirm with the OWWA desk.
- Opening hours of the new T3 Transit Lounge, and whether its showers are open. Rappler saw showers in September; the October launch notices mention beds and massage chairs only.
- The exact location wording at T3 ("Gate 7" per NNIC; "Entrance Door 7" per an airport guide). Follow the signage.
- Whether the lounges are open to seafarers who are not active OWWA members. Reported as free regardless of membership, but not seen in an official OWWA document.
This guide is general information. Rules can change; check OWWA's official pages before you travel.
