Pag-IBIG 4.5% Housing Loan: What Seafarers Should Know Before the Housing Expo
Many of us have spent years on contract with the same plan: save enough and build or buy a house for the family. In 2026 Pag-IBIG made that plan cheaper. It raised its housing loan ceiling to P10 million and is offering promo rates of 4.5% and 5.75% a year, fixed for the first 3 years, for applications filed until December 31, 2026.
The 2nd National Housing Expo is on Monday and Tuesday, October 19 and 20, at SMX Convention Center Manila. If you're home on vacation, or your family can go for you, it's the easiest place to compare developers and get a loan computation from Pag-IBIG staff.
We checked every number below against Pag-IBIG's own announcements, the Philippine Information Agency and the Philippine News Agency, and left out anything we couldn't confirm.
Rules as of Oct 2026. Confirm with Pag-IBIG (hotline 8-724-4244) before you sign. Rates, bands and documents can change.
The rates at a glance
| Loan amount | Promo rate | Fixed for |
|---|---|---|
| Socialized housing (house and lot up to P950,000, condo up to P1.8M), qualified borrowers | 3% subsidized (Expanded 4PH) | per program rules |
| Above the socialized ceiling, up to P4.9 million | 4.5% a year | first 3 years |
| Above P4.9 million, up to P10 million | 5.75% a year | first 3 years |
Deadline: qualified members can apply for the promo rates until December 31, 2026. The promo also covers Pag-IBIG Acquired Assets bought on long-term installment.
Loan term: up to 30 years.
What it costs per month: two examples
Pag-IBIG gave these examples itself when it announced the promo:
- P2.5 million over 30 years at 4.5%: about P12,667 a month, versus about P15,393 at the previous 6.25% rate. That saves around P2,726 a month.
- P10 million over 30 years at 5.75%: about P58,357 a month, versus about P61,572 at 6.25%.
We re-ran both with the standard loan formula and got the same figures. These are principal and interest only. Fire and mortgage insurance and any developer charges come on top, so ask for the full computation at the expo or a branch.
Who qualifies
Under Pag-IBIG's guidelines, as reported with its own statements, you need to:
- Be an active Pag-IBIG member with at least 24 monthly savings (contributions).
- Be no older than 65 when you apply, and no older than 70 when the loan ends. That age cap also limits your term, so a 50-year-old can't take the full 30 years.
- Have the legal capacity to buy and mortgage property.
- Pass Pag-IBIG's background and credit checks.
- Show enough income to pay. The P10M ceiling is a maximum, not a promise. Pag-IBIG looks at your income, other debts, the appraised value of the property and how steady your work is.
Seafarers and OFWs: you apply like any member, but your proof of income is your contract and a certificate from your employer (see below). Because sea contracts end, keep your remittances and Pag-IBIG savings up to date between contracts. Ask the branch how they assess gaps between contracts before you commit to a monthly amount.
Documents, especially if you're at sea
Virtual Pag-IBIG lists the basics for a housing loan application:
- Housing Loan Application form (HQP-HLF-068 for the main borrower, HQP-HLF-069 for a co-borrower), with a 1x1 ID photo.
- Proof of income. For OFWs that's your employment contract or POEA standard contract, plus a Certificate of Employment and Compensation on your employer's or manning agency's letterhead. Documents in another language need an English translation.
- One valid ID with your signature.
- A selfie holding that ID.
If you're on board or abroad: most families file through an attorney-in-fact, usually your spouse or a parent, using a Special Power of Attorney (SPA). Developers' checklists usually ask for an SPA that is apostilled or consularized if you signed it abroad, plus your representative's IDs and a copy of your passport. Many also ask for recent payslips or remittance records. These extra items come from developers, not from one Pag-IBIG page, so ask the developer and branch for their exact list before you sign the SPA. Make sure it specifically covers applying for the loan and signing the mortgage.
The Housing Expo: Oct 19-20 at SMX
- What: 2nd National Housing Expo, run by DHSUD with Pag-IBIG Fund and other housing agencies.
- When: Monday Oct 19 and Tuesday Oct 20, 2026. Morning sessions start at 8:00 AM, afternoon sessions at 1:00 PM.
- Where: SMX Convention Center Manila, Halls 2-4, MOA Complex, Pasay City.
- Cost: free to enter. Register first at events.pagibigfund.gov.ph and pick a session. When we checked on Oct 17, Day 2 still had open slots.

If you're at sea, your attorney-in-fact can go, collect computations and bring the numbers to you before anyone signs.
How to apply online (Virtual Pag-IBIG)
- Go to Virtual Pag-IBIG (pagibigfundservices.com/virtualpagibig) and choose Housing Loan Application.
- Download and fill in the HQP-HLF-068 form.
- Upload your proof of income (the OFW list above), one valid ID and your ID selfie.
- Track your application in Virtual Pag-IBIG. Pag-IBIG will still need to appraise the property and evaluate the loan before approval.
Buying from a developer? Many accredited developers file the loan for you. The documents are the same.
Pitfalls to avoid
- The 4.5% doesn't last for the whole loan. It's fixed for 3 years. After that, the loan is repriced at Pag-IBIG's rate for the repricing period you chose. Pag-IBIG's regular rates currently run from about 6.5% (5-year) to 9.75% (30-year). Budget for the higher payment from year 4, not just the promo payment.
- Developer approval isn't Pag-IBIG approval. A reservation, an "expo price" or a developer saying you "qualify" isn't a loan approval. Pag-IBIG decides after its own credit check and appraisal. Check the refund rules on your reservation fee before you pay.
- You don't need MP2. The housing loan needs your regular Pag-IBIG savings (24 months). MP2 is a separate, voluntary savings program and isn't on the loan requirements list.
- The band follows the loan amount. Pag-IBIG's own examples price the rate by loan amount. Ask which band your loan falls in. A loan just over P4.9M moves to 5.75%.
- Get your SPA right the first time. A vague SPA, or one that wasn't apostilled abroad, can hold up a loan for weeks while you're at sea.
FAQ
Can I lock in 4.5% if I apply in December? The promo covers applications until Dec 31, 2026. Apply early, because the developer and Pag-IBIG both need complete documents.
Can my existing Pag-IBIG housing loan switch to 4.5%? Pag-IBIG hasn't announced that existing loans can be repriced into the promo. Ask your branch.
I'm on board until January. Can I still get the rate? Yes, if your application goes in by Dec 31 through your attorney-in-fact with a valid SPA. Ask the branch to confirm.
Is the expo really free? Yes, but you need to register for a session online.
Is the P10 million automatic? No. That's the maximum. Your approved amount depends on your income, other debts and the appraised value of the property.
